It means that of Bromsgrove's 87 restaurants, cafes and canteens with ratings, 59 have ratings of five and none have zero ratings.

The Food Standards Agency rates businesses from zero to five, with zero meaning ‘urgent improvement is necessary’ and five meaning ‘very good’.
