Bury Town claimed all three points from the penalty spot after a harsh award for handball after the ball bounced up onto Gavin Winsper's hand. Ben Cocker rattled home the spot kick.
Sam Reed was given a chance in the second minute after latching onto a poor header back by Jemiah Richards but screwed his effort wide.
Alex Woodhouse and Richards saw efforts just clear the Bury crossbar as Rovers took the game to the home side.
Rovers Keeper Karl Lewis had an inspired match in pulling off saves to deny Reed and Gavin Johnson.
At the start of the second-half Rovers, Omar Spence lifted the ball over goalkeeper Marcus Garnham but Luke Findley could not keep his header from clearing the crossbar.
Then came the penalty, Bury actually scored from the passage of play but the Referee Lee Betts from Norwich pulled play back to award the spot kick in the 61st minute which Coker put away with ease.
Substitute Danny Campbell took the ball past Garnham but could not force the ball home from the tight angle after 74 minutes.
Lewis pulled off another couple of blinding saves to stop Bury adding to the score towards the end of the game from Michael Steward and Lee Underwood but could not stop Bury claiming the points.
